I was in Las Casitas in late November 2017 and have stayed there many times during the last 25 years.  While the information that I could find (on LocoGringo Forums and Facebook based on the government CONANP information) says that snorkeling should be permitted in front of Las Casitas.  However, I was approached by the person in the kayak and told that snorkeling was not permitted there -- and was told that he would get the police if I did not obey.  In some instances, others were also told snorkeling is permitted in that area.  So, this was not an isolated incident, and I am not sure what the rule is supposed to be for the area in front of Las Casitas. 
 
I have seen the problems of recent years, and rules are needed.  However, greater clarity of the rules is also needed.  The rules are relatively new, and as the high season continues, perhaps the rules will become more clear.  If anybody knows what the most current status is for snorkeling in front of Las Casitas, I'd appreciate the information for potential future trips.

That will go along way to solving the issues here.   The Akumal Bay situation sounds a lot like what happened at Hanauma Bay on Oahu years ago, but the Hawaiians handled it quite a bit better than the Mexicans did.

It seems like only the kayak guy knows and what the rules are today might not be what they are tomorrow.  I've been saying if they posted the rules, they kayak guy would probably tear them down down as it would constrain his abilities to modify them as he sees fit.
 
There's also the whole topic of selected enforcement.  Some people might be doing something that might be against the rules and getting away with it some days, other days different story.  Like going 10 over the speed limit on the highway.  Just because a cop doesn't pull you over every single time doesn't mean it's permitted.

During trip to Hawaii in 2009 I was very impressed with what they were doing in Hanauma Bay. I came back and told Paul when he was still in charge at CEA that they should do something similar to Hanauma Bay in Akumal before it was too late. Paul liked the idea then but I think commercial interests in the Bay did not. Nothing was ever done and now you can see the result of doing nothing.  Not saying it was Paul's fault. I think his heart was in the right place but I suspect there were others pulling the strings.  Just sad, they could have saved the Bay but money talks.

It's almost 10 years since we last visited and loved snorkelling off Lol Ha. We are considering a return this summer but reading this is a bit of a worry. 
 
Can you still snorkel freely in Half Moon Bay - only saw small turtles there but the fish and coral were amazing.

You can snorkel freely in JOB and it was the farthest we had ever seen it in November.

We're actually considering, strongly, doing something we haven't considered in the past.  We are looking at other places to vacation this year.  Sigh

WoW - Just got back last weekend after spending 2 weeks in half moon bay
Certainly didn't see anything like arrests going on anywhere.  I guess if the
dude was harassing the officers I could understand but it was a wonderful
2 weeks other than the wall to wall people. After going down in the Oct/Nov.
timeframe then changing to the Holidays - Man what a Yuge difference !
Another fabulous experience - Can't wait to head back in March with the
college kids for spring break.  Assuming that will be pretty busy - Better ask
Augustin to reserve me a golf cart now.
