Real estate in Tulum town was originally settled as homesteads much like the US homestead act. Many people walked away and subsequently people squatted on the claims so you have the same title issue in Tulum but for different reasons. Squatting has standing in Mexican law. The article discusses events in Tulum town but I have stayed at Samasati and it is dead on the beach.
