I think that rating does not compare apples to apples, but rather dollar value?

Been there. Seen it. Good bang for the buck but I've never stayed there.

Doug - you have stayed at Posada Luna del Sur in the pueblo?
I think it's a great value for the area.

Seriously?  I'm sure it's a nice enough place, but the 3rd highest-rated in all of Mexico?  That's crazy, even if they're basing it on price.  Not dissing it, and I'm sure Doug wasn't either, but huh?  It's on a side street in the pueblo, so it doesn't have the beach, or a mountain, or the jungle, or even a charming village/city neighborhood surrounding it.  For the 3rd-best bargain hotel in all of Mexico, I'd imagine the exterior location would come into play somehow.

I've heard it's a great place to stay, nice people, great price, and HC de Monterrey Super Carnes is a half-block away.  Hmm, maybe the meat raised the level of the neighborhood?  [:D]

Beachreader, read what Trip Advisor has for this hotel listed, You may discover something you don't know. Hey , you don't need a mountain or beach view to deliver impeccable service to your customers.

Bosco, we stayed there for 4 nights in early December.  It was great.  Jack and Janet were wonderful hosts, and we will definitely stay there again.  See my trip report in early January.
