I don't own a smart phone so this is probably an unsmart question, but would you incur roaming data charges to use on the road?

Yes, you would and probably much more than you think unless you buy a Mexico data plan. The first time I forgot to turn off roaming in Mexico I had a $200 phone bill waiting when I got home and all I received down there were a bunch of junk emails and jokes from friends.

There are a few onboard navigation apps for iPhone and Android however they aren't free. You will only need the data connection at home to download an entire country (US or Mexico) or region (North America) onto your phone or SD card.. Obviously your phone needs to have enough memory for the app and data as well as GPS capability. You can then turn off your cellular connection while you are abroad and it can navigate with the onboard app using the GPS in the phone to determine location, direction, and speed. I myself use the TomTom app on my android phone when I travel and it performs flawlessly.
