Thank you everybody for your replies and suggestions on my thread posted 5/14! The latest: M&T Bank gave me a provisional credit for the money that had been taken out within 36 hours of my filing a complaint with an M&T banking officer, and the credit included all foreign exchange fees and international ATM fees. It was a VISA-branded bank debit card. They subsequently sent me an inquiry form to sort out exactly what role I might have played in this, and a couple days after I returned it I was told the credit was permanent. They also answered my question about where this happened. The ATM withdrawals were all made in West Bromwich, UK, which is near Birmingham. I haven't been to the UK since before debit cards were invented. I'm sure they will trace down the ATM that had the skimmer, but I probably won't hear about it, so there's no way to tell if it was in Mexico. What is certain is that debit card skimming is an organized crime practice, and it's international and sophisticated. It's also easy to avoid. Just change your PIN when you get back from a trip !!!! These guys can't do it that fast !!!!
